24-25 May 2016, Voronezh – working seminar “Topical issues of state accreditation of educational activities under reorganization: affiliation, merger. Design and external review of assessment tools”

On 24-25 May 2016 a working seminar “Topical issues of state accreditation of educational activities under reorganization: affiliation, merger. Design and external review of assessment tools” was organized by NAA at the premises of Voronezh State Technical University (VSTU).

The hosting side was represented by the acting Rector of Voronezh State Technical University, Sergey Kolodyazhniy and acting Rector of the Voronezh State University of Architecture and Construction, Dmitriy Proskurin. Colleagues presented the experience of merging regional educational organizations into a base multidisciplinary university.

The Expert Council under the Ministry of Education and Science of the RF has identified the first 11 educational organizations of higher education that will become base universities by merger with other higher education institutions in their regions. Among the winners there was Voronezh State Technical University which was reorganized by merger with Voronezh State University of Architecture and Construction.

The seminar was attended by the Head of the State Accreditation Department of the Federal Service for Supervision of Education and Science, Alexander Troitskiy who made a report on the approaches used by Rosobrnadzor to the procedure of state accreditation of educational activities in the modern context.

The leading experts of NAA represented by the Deputy Director Elena Efimova, the Head of The Innovative Development Department Tatyana Bibik, the analyst of the Innovative Development Department Elena Zakhvatova spoke on the preparation of an educational organization for state accreditation of educational activities, in particular, on the system-wide requirements of the federal state educational standards of higher education (FSES of HE), requirements to the application for state accreditation and the attached documents in the context of reorganization of educational organizations.

Alexander Maslennikov, the Head of the Analytical Department of NAA’s branch in Yoshkar-Ola, informed the seminar participants about the design and review of assessment tools funds of educational organizations in the process of state accreditation.

The seminar participants noted the professionalism of speakers, a high degree of relevance of the issues discussed during the meeting. NAA is planning to continue organizing offsite seminars in federal districts of the RF.
