By the Law of the Ministry of Education and Science of the Russian Federation of 25.04.2005 № 126, NAA is included into the List of leading HEIs and organizations responsible for fulfilling the purpose of the development of the system of higher professional education in accordance with the Bologna Declaration.

Solving the issues, NAA aims to cooperate with European and international institutions and organizations in the field of quality assurance of education to use the acquired knowledge for the enhancement of the quality of the Russian education.

In accordance with its Statutes, NAA works at implementation of the issues set out in the Bologna Declaration in the sphere of education quality assurance for promoting the improvement of evaluation and quality assurance of education in the Russian Federation.

NAA is a full member of European and international organizations involved in quality assurance of higher education.

NAA is a member of the following organizations:     

• International Network for Quality Assurance Agencies in Higher Education (INQAAHE): membership since 2001;
•  Asia-Pacific Quality Network (APQN): membership since 2006;
•  European Association for Quality Assurance in Higher Education (ENQA): membership since 2006.                                                                                                       

NAA signed the following cooperation agreements with organizations involved in quality assurance of higher education:

• Memorandum on Cooperation with the Higher Education Evaluation Centre (HEEC) of the Ministry of Education, P.R. China.
• Memorandum on Cooperation with the Agency for Higher Education of the Republic of Srpska (AHERS). 
• Agreement on cooperation and interaction in the field of quality assurance in higher education in the European area with the National Agency for Quality Assurance in Education and Research (ANACEC), Moldova.
• Agreement on cooperation and interaction in the field of quality assurance in higher education in the European area with the Independent Kazakh Quality Assurance Agency in Education (IQAA), the Republic of Kazakhstan.
• Agreement on cooperation and interaction in the field of quality assurance in higher education in the European area with the Independent agency for accreditation and rating (IAAR), the Republic of Kazakhstan.
• Cooperation agreement with the Agency for Quality Assurance in Education (EdNet), the Kyrgyz Republic.
• Cooperation agreement with the Centre for Quality Assessment in Higher Education (SKVC), Lithuania.
• Cooperation agreement with the Foundation for International Business Administration Accreditation (FIBAA), Germany.
• Cooperation agreement with the Accreditation Agency Specialised in Accrediting Degree Programmes in Engineering, Informatics, Natural Sciences and Mathematics (ASIIN), Germany.
