Amendments in education

On July 6, 2022, the State Duma adopted the Federal Law “On Amendments to the Federal Law “On Education in the Russian Federation” (effective from September 1, 2022).

The Federal Law is amended as follows:

- An educational organization has the right to use electronic workflows in its activities, which provides for creation, signing, use and storage of documents related to the activities of an educational organization in electronic form without duplication on paper, unless otherwise provided by this Federal Law. The decision to introduce electronic workflows and the procedure for its implementation are approved by the educational organization in agreement with its founder.

- Information and documents on an educational organization’s activities are submitted by the head (deputy head) of the educational organization at the request of a citizen or an official of a state body or local government in the cases and in the manner prescribed by the legislation of the Russian Federation. A founder of a state or municipal educational organization should submit information on the educational organization’s activities.

- The list of documentation (carried out by the teachers when implementation study programs) is approved by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of general education. A government body of the constituent entities of the Russian Federation (performing state administration in the field of education) in agreement with the federal executive authority (in charge of developing and implementing state policy and legal regulation in the field of general education) has the right to approve an additional list of documentation to be prepared by the teachers when implementation study programs.
